Maybe people don't care for it? Maybe it's so easy to make at home? Maybe it's hard to package and deliver while maintaining quality? The only time I saw popcorn delivered in Lebanon was when one of the cinema theaters (Grand Cinemas I believe) partnered with Toters (local delivery app) to sell and deliver popcorn. There was a hug problem though: no one wants to pay cinema-popcorn prices to get popcorn at home. I'm not sure who thought that would work. Predictably, the partnership didn't last long.
